Red Notices and the NBA?



Red Notice Abuse is still rampant today, particularly in the nation of Turkey. Run by an authoritarian regime under President Erdogan, INTERPOL reported that more than 6,000 Red Notice requests were issued by the country in just this past year. Many Red Notice abuses from this time period have been cited as politically motivated, although this has not been confirmed by the Turkish government.

Now, Turkey's use of the Red Notice system has begun to extend towards higher profile individuals, like Enes Kanter of the New York Knicks. Reasoning that he is a 'terrorist' to the Erdogan government, Kanter has been stopped for arrest in multiple countries, namely in Indonesia and Romania. Similarly, many Turkish journalists who have voiced their dissidents about the Erdogan government have undergone similar experiences, which you can read about here.

After reading this article, think about how Red Notices are utilized by authoritarian regimes and similarly-natured countries. How should INTERPOL address politically-motivated abuses, considering it already prohibits such acts under Article 3 of its constitution? Furthermore, how can the abuse system be altered so as to prevent such types of abuses from being published?     In the Extradition Law of the People’s Republic of China, we state that the People’s Republic will not grant extraditions made by foreign nations if the extradition is made based on a political crime or the person sought will be punished for their political opinion and/or status. If other nations followed a policy similar to this, abuse of Red Notices made by authoritarian regimes could be prevented.

    In order to prevent such abuses, China proposes a panel that would include the Ministries of Justice and the National Census Bureau’s of the nation that is requesting the person and the nation where the person currently is, representatives from human rights groups, UN officials, and INTERPOL officials. This panel would analyze red notices to determine if authoritarian regimes are abusing the system.

  2. Dear Delegates and Honorable Chair,

    Canada firmly believes in the Red Notice System, but does recognize the flaws that come along with it. In the case of Enes Kanter he was not able to travel with the New York Knicks to London for their game against the Washington Wizards on January 17, 2019. Kanter feared for his life and went as far as saying, "There's a chance that I can get killed out there" in regards to if he would have traveled.
    To eradicate this problem Canada would like to purify the Red Notice system by renewing the INTERPOL leaders withing nations. This is because many of the current INTERPOL leaders are corrupt and are being consistently re-elected. Canada has already stated that they will be voting against particular presidents because of their prior history of abusing the red notice. By purifying the Red Notice leaders the system will be given new ideas and points of views that could help stop future problems like Kanter's from occuring.

  3. Honorable Delegates and Esteemed Chair,
    The delegation of Czech republic believes that the red notice system is a good idea but flawed in execution. It is already stipulated by Interpol that any red notice use that is politically charged is not allowed. This falls under the category as the government is only attacking those who criticize the the current government, such as Enes Kanter.
    So how to solve the problem? The delegation of Czech republic proposes a sub-committee to review all red notices to see whether they are politically motivated or not. Interpol does currently have system that does this, much of the information of how it done is not public, the system the delegation of Czech Republic proposes will have full transparency. Additionally most of the information Interpol gets as to decide whether a red notice is politically charged is from the government where the red notice came from. The sub-committee would also be in charge of providing information that is more reliable than the current information that is given. Perhaps a task force to find truthful, reliable information.
