The Structure of Interpol

The structure of Interpol can be quite confusing, especially considering how many committees and bodies operate under it as a whole. We want to ensure that you are all as prepped as possible in understanding the way in which Interpol functions, which you can learn about here!

  1. The delegation of Japan has read about the structure of Interpol and finds it very strong but still has holes in it system. This is where problems come in with red notices and how we need to help people proven innocent get their information out of the system. With Interpol's abilities to hold investigations and arrest we will be able to solve the problem with false accusations and make sure the system stays unbroken.

  3. China believes that the structure of INTERPOL is fairly strong, however there are many flaws with the system. Especially in regards to the Commission for the Control of Files, or the CCF. Article 36 of the INTERPOL Constitution states that the CCF is an independent body. Yet the Commission being an independent body is a concern to the People’s Republic of China. The CCF being an independent body can pose a risk of security, and functionality of INTERPOL and the issuing of red notices. An example of the risk of functionality, is with the 2015 policy refugees that allows refugees to remove their name from red notices through the CCF. However a policy such as this one could hinder the ability of nations and INTERPOL to properly detain individuals that should be detained, through INTERPOL’s sole reasoning. For this reason, China proposes that the CCF is abolished and a new committee is established. This committee would be dependent on INTERPOL, as the current independent CCF could present a security to INTERPOL and member states.

Although Interpol serves as an invaluable organization in terms of connecting and developing police networks throughout the world, the delegation of the United Kingdom stresses the necessity of Interpol to be able to independently assess international cases and situations. Interpol’s existing framework is one that operates based on the nature of laws within each nation, and this in itself is the cause of much complexity-- ranging from severity of punishments to conflicting perspectives on criminal acts.

    The inherent structure of Interpol means that it is vulnerable to external influences, especially considering the fact that the Interpol budget consists mainly of contributions by its members. In the case of Meng Hongwei, the United Kingdom cannot help but point out concerns regarding the resolution of the former Interpol president’s disappearance. Without the means or ability to conduct an official investigation on Hongwei’s missing status, the only action taken was a statement requesting information from China on Meng Hongwei. On October 7th, 2018, Interpol received news from the Chinese Communist Party that Meng Hongwei was being investigated for possible violation of the law, and as a result, was also currently being detained.

    No further investigation or action was taken, and Interpol released in a media statement that it received the resignation of Meng Hongwei and would be passing the title onto VIce President Mr Kim Jong Yang of South Korea. As of the 2018 Interpol member country statutory report, China is the 7th largest benefactor of Interpol, at 2,092,645 euros. Although bias can not be definitively distinguished in this specific scenario, all possible indications of corruption must be addressed.

    The United Kingdom is highly invested in Interpol’s ability to maintain its integrity and effectiveness. Seeing the blatant disregard for justice, we look forward to revealing (and discussing) ways in which Interpol might remain unbiased.
